Looking like an antique version of the United Nations, Humphry's (which was established in 1864) makes flags and banners in all shapes and sizes. If they don't have the flag you need, they'll make it for you.

Appropriately enough, they're opposite the home of the grand dame of (alleged) flag-makers, Betsy Ross.
