Not so long ago, Chin's was known mostly for its iconic neon sign. But under new owners – two sisters from the city of Harbin in northern China – the humble restaurant has been churning out dumplings to die for. There are also hand-pulled noodles, stews and other well-executed regional dishes making local critics swoon.
