Cebu City

Cebu's original hostel has three decent, six-bed, air-con dorms (including a female-only option) and a few tidy en-suite private rooms. Hot showers are available and the communal bathrooms are kept clean. However the location isn't perfect. There's not much of a common area; chill in the rooftop bar.
