The first hotel to open (in August 2017) as part of the massive Newcoast development, the Savoy, for now, is surrounded by either construction sites or empty plots of land. It's a large high-rise complex with two resort-style pool areas, a stylish lobby and restaurant, but small rooms with Ikea-level furnishings that seem out of step with its ambitions.

What makes Boracay feel like Boracay is absent here. You could be on nearly any Philippine island, granted one with a fine yellow-sand beach a short walk away. One of the pool areas has a concert-style pavilion built over the water for high-profile concerts. For what it's worth, the Savoy boasts the islands first escalator.
