Architect Enrique Norten turned a functional apartment building into a smart boutique hotel. Decor in the 36 rooms is boldly minimalist and the most economical digs measure 20 sq meters (call them cozy or just plain small). The rooftop bar, La Terraza, is a hot nightspot.
