This popular, dimly lit bar in the Kita-Shinchi district is a short walk from JR Osaka Station and draws a good crowd of expats and Japanese. The staff speak English and are happy to pass on Osaka tips. Among other bar-menu standards, they do a good burger with chunky fries.
