Yining’s former Soviet consulate is just one part of this massive hotel complex in the heart of the city. A golden bust of Lenin greets you at the entrance, beyond which is a forest of chirping birds and 1950s Russian dachas, as well as the main, luxurious (and generally deserted) hotel block, the accommodation of choice for visiting party officials.
No English is spoken here, but this place is the best midrange and top end option (different blocks having different prices).
