Dining at this revolving restaurant is the only way to gain access to Baku’s iconic Soviet-era TV tower. Views are stupendous and the upscale menu includes interesting options like sturgeon in pomegranate (AZN40) and tenderloin in cognac-gorgonzola sauce (AZN30). Reservations are usually required. There is an AZN20 'deposit' (ie minimum per-person charge) that can be recouped against purchases of drinks or food.
Take bus 3 from the Flame Towers to the Zoological Institute stop, then walk seven minutes steeply down to the entrance portal. From here a surreal tunnel of lights and gilding lead 85m to the tower's elevator.
If you don't want to pay the deposit, you could have a drink at the outdoor ground-floor terrace section which has excellent views of its own.
