Near Montmartre's surviving windmills and well placed for the bars and restaurants of Pigalle, wooden shutters and flower boxes frame the 50-room Hôtel des Arts. Rooms are good value – it's worth paying more for superior rooms, which have nicer views. Air-conditioned rooms also come at a premium.
